Seminar on Fiscal Administration for Latin America, Caribbean, and South Pacific Regions Successfully Closed at SBS
On the morning of September 22, 2021, the closi ng ceremony of the “Seminar on Fiscal Administration for Latin America, Caribbean, and South Pacific Regions, sponsored by the Chinese Ministry of Commerce and undertaken by the MOFCOM Training Base for International Business Officials (Shanghai)”, was successfully held online. Fang Meng from the Foreign Economic Cooperation Department of the Shanghai Municipal Commission of Commerce and Chen Wei, Deputy Dean of the Faculty of International Education, SBS, attended the closing ceremony, and delivered their speeches.
Chen Wei gave a summary of the programme on behalf of the undertaker. The seminar received a total of 87 government officials from four countries, including Panama, Ecuador, Venezuela, Colombia. Besides experts of SBS, experts and scholars from the Macroscopic and Strategic Research Institute of PICC Assets Management Co., Ltd., Shanghai Lixin University of Accounting and Finance, and other institutions also took part in the seminar. They shared their practical experience and research results in the field of fiscal administration with the trainees concerning issues such as tax planning, budget performance management system and practice, fiscal equalization, and equalization of urban-rural basic public services. The seminar offered an opportunity for the trainees to have a close contact with China’s diversified culture, and to comprehensively examine and understand China, also a developing country, from multiple perspectives.
Ms. Gruner Espinosa Raquel, Consultant and Office Director of La Comunidad Andina Conference, Ecuador, gave a speech on behalf of all trainees. She maintained that China had always been a strong power of labor force, as manifested by its fiscal administration mode, and that the seminar deepened the trainees’ understanding of China and of their home countries. She thanked the Chinese side for the training opportunity, and highly praised the seminar for its great training effect.
According to Fang Meng, China differs from Latin America, Caribbean, and South Pacific Regions in many aspects, such as population, national territorial area, and economic aggregate, but they have always had great respect for each other, treated each other fairly, and built steady, healthy, and mutually beneficial multilateral relationships. The success of the seminar was inseparable from the meticulous organization and arrangement by the undertaker SBS. Relying on the fiscal administration resources of Shanghai, the seminar explored new solutions to the common problems in fiscal administration. It was a successful exchange between China and Latin America, Caribbean, and South Pacific Regions that aimed at exploring the possibilities of promoting fiscal administration and strengthening international cooperation.
